About Accelerate Prosperity 

Accelerate Prosperity (AP) is a joint initiative of the Aga Khan Foundation (AKF) and Industrial Promotion Services (IPS) of the Aga Khan Fund for Economic Development (AKFED). It aspires to work towards a society that is powered by innovative and successful young entrepreneurs. Its mandate is to facilitate the creation of sustainable small and growing businesses (SGBs) in Central and South Asia. AP is currently operational in Pakistan, Tajikistan, the Kyrgyz Republic, and Afghanistan. As a part of its mandate, AP extends tailored training, advice, and technical assistance to aspiring and existing entrepreneurs to help them launch or expand their innovative business ventures. It also extends tailored financing to start-ups and SGBs to help them unlock external investments and improve their bankability and investment readiness.  

Consultancy Summary (Objectives) 

The role of the Consultant (individual, firm, or group of individuals) will be to lead market analysis of the target sectors mentioned below with an aim to 1) identify untapped innovative business opportunities, 2) outline trends and best practices for innovation in the target sector at global, regional, and local level, 3) identify key constraints for startups and SGBs to develop within the sector, and 4) produce sector-specific briefs that will aid AP’s training and financing efforts within each sector. This study will look at specific target regions of Pakistan; namely, Khyber Pakhtunkhwa (KPK), Gilgit-Baltistan (GB), Karachi, and Islamabad/ Rawalpindi.  

The consultant should be well-versed on ground realities of startups and SGBs within their sector because they will be responsible for assessing activities of existing initiatives across the priority sector. This can be done by engaging relevant stakeholders in the ecosystem including, but not limited to, government agencies, successful and unsuccessful enterprises, business incubators, accelerators, and investment funds.  

Key Responsibilities (Outcomes)  

  • Recommend untapped future opportunities for green business ventures within the construction industry. These suggested ventures should be technology supported and should promote local economic development.  
  • Quantify the size, scope, market demand, and growth potential of the green building sector  
  • Identify global and regional best practices within the startup space of the sector and gauge their relevance/applicability to the entrepreneurial ecosystem of Pakistan. 
  • Support AP team in desk review of relevant resources (grey literature and websites) to understand market trends, supporting industries, and potential for scalable growth within the priority sector in Pakistan.  
  • Design and carry out assessment of existing resources, activities, and key constraints within the sector space by engaging relevant stakeholders (such as existing businesses, provincial and federal government organizations, and business associations/ networks). This may require in-person field visits.   
  • Suggest potential solutions to constraints highlighted by enterprises and stakeholders.  
  • Develop sector strategy/brief for guiding AP’s financial and technical efforts in the sector. 

 

Target Sectors and Scope 

The market analysis and recommendations for the green construction sector should use the lens of innovative technology driven initiatives and green solutions to determine program fit with AP’s goals. Additionally, the consultant should highlight opportunities for import substitution within the sector or within supporting industries.  

In addition to the general requirements for the sector briefs, the consultant for the green construction brief should be able to:  

  • Develop an overview of the current activities in Pakistan’s green building sector 
  • Assess international and regional trends impacting the industry  
  • List policy, market, and financial drivers of innovation within the sector 
  • Explore local capabilities and overall potential for innovation and development in eco-construction
