Procurement Officer

Background  

Accelerate Prosperity (AP) is a global initiative of the Aga Khan Development Network (AKDN) in Central and South Asia, which follows guidance from the Aga Khan Foundation (AKF) Board to develop more formal structures to catalyze enterprises within AKDN’s main area development programs, where economic opportunities remain insufficient. Through patient capital and tailored business advisory to startups and businesses, AP complements broader employment-related programs of AKF and draws significantly on technical expertise from the Aga Khan Fund for Economic Development’s (AKFED) Industrial Promotion Services (IPS), and coordinates efforts with the AKDN’s financial institutions, the University of Central Asia and many other national partners. 

AP’s approach combines financial and non-financial support, recognizing that standalone business development services and traditional bank financing are inadequate to catalyze start-ups, grow small firms, and deliver job creation in fragile and emerging markets, particularly for marginalized groups in rural areas. 

 

Job Summary: 

The Procurement Officer will manage the procurement of goods and services, ensuring compliance with organizational policies and donor requirements. The role involves vendor management, cost optimization, and timely delivery of quality goods and services to support Accelerate Prosperity Pakistan’s operational and programmatic needs.

Key Responsibilities:

1. Procurement Process Management:

  • Plan, coordinate, and execute procurement activities in compliance with organizational and donor guidelines.
  • Prepare and review RFQs, RFPs, and purchase orders.

2. Vendor and Contract Management:

  • Identify, evaluate, and establish relationships with reliable vendors and suppliers.
  • Negotiate contracts to ensure cost-effectiveness and quality assurance.

3. Documentation and Compliance:

  • Maintain accurate and detailed procurement records and documentation.
  • Ensure adherence to legal, ethical, and organizational procurement standards.
  • Verify compliance with procurement policies, regulatory requirements, and donor guidelines.
  • Conduct regular checks and reviews to identify and address potential compliance issues.
  • Foster transparency and accountability in procurement processes.

4. Budget and Cost Control:

  • Monitor procurement budgets and track expenses to optimize costs.
  • Coordinate with the finance team for payment processing and reconciliations.

5. Stakeholder Coordination:

  • Collaborate with internal teams to understand procurement needs.
  • Ensure timely delivery of goods and services to project locations.

Qualifications and Skills:

  • Bachelor’s degree in supply chain management, Business Administration, or a related field.
  • 4+ years of relevant procurement experience, preferably with donor-funded projects.
  • Strong knowledge of procurement regulations, including those of KFW and EU donors.
  • Excellent negotiation, communication, and organizational skills.
  • Proficiency in MS Office and procurement software.
